On May 20, 2009, President Obama signed into law a bill to reauthorize HUD&#8217;s McKinney-Vento Homeless Assistance programs. The bill was included as part of the Helping Families Save Their Homes Act. The HEARTH Act changes HUD&#8217;s definition of homelessness, increases resources for prevention and rapid re-housing, designates 30% of total funds for new permanent housing for families and individuals with a disability, and continues a focus on housing chronically homeless individuals which now adds families to that initiative. HEARTH and Housing will discuss the changes that have occurred to date in the HUD Homeless Assistance programs, and how those changes will impact Shelter Plus Care and other homeless assistance programs.<br />

<li>changes in the Homeless definition and who can be served by which programs.</li>

<strong>Dirk Cable</strong> has worked with the Department of Mental Health&#8217;s housing programs for seven years.  He manages around $5 million annually in HUD funds that house homeless disabled persons in DMH&#8217;s Shelter Plus Care programs in the Kansas City area and the western side of the state. He also manages the DMH Housing Unit&#8217;s program documentation and online presence via its web site and blog.</p>
<p>Prior to DMH, Dirk worked for the Missouri Association for Social Welfare, helping to set up the Homeless Management Information System for the Balance of State Continuum of Care.  Dirk has worked in the regulatory and legal realms in Missouri and California since 1984, having worked for a well-known legal publishing house, the Missouri Department of Health and Senior Services, and the Missouri Secretary of State&#8217;s office.<br />

Twenty percent of US students report that they have been a victim of cyber bullying. Bullying is a problem in our schools today and has become a national health issue due to its negative effects which can lead to depression, anxiety, suicide and juvenile delinquency.</dir>In this session you will learn:</p>

<p>President and founder of Second Wind Counseling &amp; Consulting, is a Licensed Professional Counselor, author, trainer and motivational speaker. She has a Masters Degree in Counseling from Webster University and is a National Board Certified Counselor. As an adjunct professor, Dacia teaches Master’s level courses at Webster University and also serves as a Board Member for the American Counseling Association of Missouri and the Kansas City Chapter of the American Counseling Association. Before starting her company, Dacia was V.P. of Programs at a residential treatment facility where she routinely dealt with difficult diagnoses such as ADHD, Oppositional Defiant Disorder, Conduct Disorder, Depression and Bipolar Disorder. Dacia has had the honor of studying REBT under Albert Ellis, PhD and holds an advanced REBT certification from the Albert Ellis Institute.</p>
<p>Dacia specializes in professional development training for those who work with angry, aggressive and bullying youth. Her modality is using Rational Emotive Behavior Therapy (REBT), which is very effective in treating youth with mood disorders. Dacia conducts a variety of training sessions, teaching participants how to reduce angry aggressive classroom behavior.</p>

Understanding and recognizing a variety of vulnerabilities to suicide will be addressed, including both long and short term risk factors for the general population and the relationship of diagnoses on Axis I and Axis II to suicide risk. A step-by-step guide to managing suicide before, during and after acute suicide crisis will be presented. Research related to effective prevention and intervention strategies will be discussed.</dir><br />

Suicide is the 3rd leading cause of death for adolescents 10-24. Though one in eight students suffer from depression, many of them are going undiagnosed or untreated. Depression is highly treatable and suicide, highly preventable. Oftentimes; however, adolescents are unaware of how and where to get help. School staff and teachers can sometimes be the first adults able to observe obvious signs and symptoms of depression and/or other mental health issues in adolescents. This web conference serves to do just that. Participants will not only gain greater awareness of both depression and suicidal ideation in teens but will learn practical skills to safeguard both their students and own children.<br />

<strong>Sara Strawhun </strong> is the School Outreach Project Manager for CHADS Coalition for Mental Health. CHADS is a Saint Louis-based mental health organization that aims to educated students and adults on the warning signs of teen suicide and symptoms of depression. This school year alone, CHADS has educated over 6,000 youth in the state on suicide prevention. Sara received her B.A.  from Azusa Pacific University in Sociology. Following matriculation she joined Teach for America through which she taught middle school social studies in Philadelphia. Sara began her M.Ed. at the University of Pennsylvania and finished at the University of Missouri with an emphasis in Secondary Education. She has significant experience working with youth in many different areas such as character development, justice education, creative expression and service initiatives. She now oversees all school programming for CHADS Coalition and was recently awarded the Community Suicide Prevention Award from the Department of Mental Health for her efforts in educating the public on this important topic.<br />

After reviewing current research, there will be an emphasis on best practices and practical steps that service providers, educators, and others can take to promote a positive environment for all youth.</dir><br />

<strong>Nathan Belyeu</strong> joined The Trevor Project in 2011 with a wide array of experience in providing resources directly to LGBTQI youth and developing and managing programs. Before joining The Trevor Project, Nathan worked at The University of North Carolina at Greensboro where he was the first person to hold the position of Coordinator for LGBTQI Health. In this position he enlarged the university Safe Zone program to include a Train the Trainer program and he served as a resource for LGBTQI students, faculty, staff and their allies.  A native of St. Augustine Florida Nathan moved to North Carolina for college and completed his undergraduate degree at Appalachian State University in Boone before moving to Greensboro to pursue a Masters in Education in Student Personnel Administration in Higher Education. When Nathan isn’t working at The Trevor Project he can be found in the kitchen cooking a meal for close friends, volunteering his time in his faith community or enjoying one of New York City’s many cultural offerings. He is also a member of the Missouri Department of Mental Health (DMH) Office of Transformation Consumer Conference Planning Committee, the International Center for Clubhouse Development (ICCD) Advisory Board, and developed the concept of  “We Are More Than You Think”, a forum to begin engaging mental health consumers, concerned friends and family members, and mental health professionals in a dialog about ending the stigma of mental illness in the African American community.</dir><dir><strong>Bryan Evans, MSW</strong> is the Director of Suicide Prevention Education Programs for Mental Health America of Eastern Missouri.  He also oversees mental health consumer peer education and support programs for MHA.  Bryan has more than 15 years experience coordinating human and social services for children, youth, and families in urban communities and schools.  He is an experienced facilitator/trainer on suicide, depression, and mental illness stigma.  His work has specifically focused on the African-American community and other marginalized communities.</p>

<p>This segment of &#8220;We Are More Than You Think&#8221; is designed to empower consumers and family members to talk about mental health and address issues surrounding the stigma of mental illness.  A panel of African American mental health professionals and consumers will discuss ways to raise awareness about mental health and tools to eradicate stigma.  Individuals living with mental illness will also share their life experiences and how they advocate for themselves.Cultural stigma surrounding mental illness is a powerful barrier to receiving treatment. Racial and ethnic backgrounds often determine whether or not individuals will seek help, what types of help they seek, what coping styles and social supports they have, and how much stigma they attach to mental illness.   According to National Alliance on Mental Illness, cultural biases against mental health professionals and health care professionals in general, prevent many African Americans from accessing care due to prior experiences with historical misdiagnoses, inadequate treatment, and lack of cultural understanding. </dir><span id="more-374"></span></p>
